About the Program

The Virginia Green Operator program is a public-private, voluntary program that aims to reduce the amount of air pollution from drayage trucks in the state of Virginia.   For more information, call the Operator Hotline at 804-482-1790 today.

Applicants have 90 days to complete the application process.  If all required information has not been provided within that time frame, then the application will be closed.  The applicant then must wait six months before starting the application process over.

To replace your vehicle the current program has two key steps.

  • Step 1 – Complete a financial readiness prescreen process with our program partner, Wheaten Financial. Click here for STEP 1.
  • Step 2 – Once qualified through the financial prescreen process, submit a complete application by clicking here for replacements.

The areas surrounding The Port of Virginia facilities face air quality impacts from the ground transportation of goods. The Port of Virginia has supported drayage  truck replacements since 2006. The Port of Virginia piloted Green Operator program was first in the nation to provide assistance to drayage truck operators by helping them clean up their trucks through a replacement program. This voluntary program’s goal is to replace five percent of the 2,700 trucks that serve The Port of Virginia facilities. Since its inception in 2006 the program has retrofitted or replaced over 400 trucks. Each retrofitted or replaced truck is marked with a Green Operator decal.

The current Green Operator program has funding available through The Port of Virginia with support from the US Department of Transportation, Congestion Mitigation and Air Quality (CMAQ) funding program. Past funding has been provided by the US Environmental Protection Agency, the Virginia Department of Environmental Quality and The Port of Virginia.

The current program is being administered by EcoLogix Group, Inc. with local assistance and input from the Virginia Clean Cities.

As the various phases of the program ended, the program realized the original vision of a successful program with demand for replacement rebates exceeding available funding.  The Port of Virginia and Virginia Clean Cities hope to use untapped resources to continue to fund the program.
